In a significant move aimed at strengthening leadership in the state’s healthcare system, the Government of Odisha has promoted four senior medical officers to the prestigious Super Time Pay Grade (STPG) on an adhoc basis.
The notification, issued by the Health & Family Welfare Department on April 16, 2026, grants the promotions for a period not exceeding one year or until the recommendation of the Odisha Public Service Commission (OPSC) or retirement, whichever is earlier. The officers will now carry the pay scale of Level-17 in the Pay Matrix of ORSP Rules, 2017.
Promoted Officers and Their New Postings
- Dr. Nilakkshi Sircar, currently posted as SAG (Floating) under the Office of the Director of Health Services (Odisha) and deployed at DHH, Puri, has been appointed as Director-cum-Ex-Officio Special Secretary (Tech.), H&FW Department.
- Dr. Pradip Kumar Hota, serving as CDM & PHO, Sambalpur, has been elevated to Director, Public Health, Odisha.
- Dr. Mahesh Mohan Panda, currently CDM & PHO, Jharsuguda, takes over as Director, Health Services, Odisha.
- Dr. Manoranjan Rout, posted as CDM & PHO, Kendrapada, has been promoted to Director-cum-Ex-Officio Special Secretary (Tech.), H&FW Department.
These promotions reflect the state government’s continued focus on empowering experienced medical professionals to take on higher administrative and policy-level responsibilities. The new roles are expected to bring fresh momentum to public health initiatives, technical coordination, and overall healthcare delivery across Odisha. The promoted doctors bring with them rich experience from district-level leadership roles, making them well-equipped to handle the challenges at the state level.
